the Salsa CI reprotest runs the second build in a French locale.
* debian/control (gnustep-make): Break libgnustep-base-dev (<< 1.31) and
libgnustep-gui-dev (<< 0.32). The TEST_ALLOC macro has been fixed to
do the right thing and destroy the object before proceeding to the
next test. However, this exposes deallocation bugs in some classes
which are fixed in the latest GNUstep releases. This change will
effectively block gnustep-make in unstable until the forthcoming
GNUstep transition is complete, but will tell britney not to schedule
autopkgtests that are doomed to fail.

test for make. As of make-dfsg/4.3-1 the make package provides a
/usr/bin/gmake symlink which configure happily picks as first choice.
However, it is missing on GNU/Hurd and GNU/kFreeBSD since they provide
only older versions of src:make-dfsg. As gnustep-config is in the
arch:all package the GNUMAKE variable is set to "gmake" which then
gives empty output when invoked on arches lacking the symlink.
