These changes are to adjust for the new vesion of doxygen and
ruby, and to adjust for the change of encoding of m17n-db
documents.
* utils/usr_filter.rb: Explicitly provide target "$_" for gsub
methods.
* utils/latex.sh: Do not use iconv. Filter out newunicodechar
style staffs.
* utils/ja_filter.sh, usr_filter.sh: Do not use iconv to get UTF-8
output.
* utils/ja_filter.rb: Change encoding to utf-8. Explicitly
provide target "$_" for gsub methods.
* utils/imdoc.c (main): Check char against 0x80.
* utils/dbdata.sh (IMDOC): Do not set M17NDIR here.
