DESCRIPTION
Forces the default configuration file to be reloaded and resets the de-
fault configuration. Returns FcFalse if the configuration cannot be re-
loaded (due to configuration file errors, allocation failures or other
issues) and leaves the existing configuration unchanged. Otherwise re-
turns FcTrue.
